  • On February 24, 1993, Rep. Beilenson purchased between 15,000 and 50,000 dollars worth of stock in WMX Technologies (a huge waste management firm).

Six days earlier (February 18, 1993), a bill was introduced in the House that could damage WMX. The bill was H.R. 963: LOCAL GOVERNMENT INTERSTATE WASTE CONTROL ACT...To authorize local governments and Governors to restrict receipt of out-of-state municiple solid waste.

  • On April 15, 1993, Rep. Beilenson purchased between 15,000 and 50,000 dollars worth of stock in Senetek; in addition, he purchased between 15,000 and 50,000 dollars worth of stock in Syntex. Both of these firms are pharmaceutical manufacturers. And both firms produce drugs related to reproductive physiology (Senetek has a proprietary drug, licensed to Johnson & Johnson's subsidiary Ortho Pharmaceutical, used to treat male sexual dysfunction).

Two weeks earlier (April 1, 1993), a colleague of Rep. Beilenson (Rep. Stark, D-CA) introduced H.R. 1588...To amend the Internal Revenue Code of 1986 to impose a windfall profit tax on certain drugs for rare diseases or conditions if they become excessively profitable.
