On April 29, 1992, Rep. Carr purchased between 1,000 and 15,000 dollars worth of stock in CMS Energy Group.

On the same day, April 29, a bill was introduced in the House that, if passed, could damage this firm. The bill was: 1992 H.R. 5015: UTILITY RATEPAYER REFUND ACT...To repeal the provision of the Tax Reform Act of 1986 which limits the benefits to consumers from the effect of the corporate rate reduction on deferred tax reserves of public utilities (Referred to House Ways and Means. Not Enacted).

POLITICAL MONEY NOTES: Later in 1992 (on September 29, 1992), Rep. Carr accepted a $500 campaign contribution from William T. McCormich, jr.; Chairman and CEO of CMS Energy.

NOTES: Rep. Carr was # 15 on the House Appropriations Committee; he was # 2 on the House Appropriations Subcommittee on Commerce, Justice, State and the Judiciary.
