REP. DEAN GALLO (R-NJ)

During 1993, Rep. Gallo made two stock transactions in mining companies that seem to be correlated with legislative activity surrounding a large appropriations bill.

On September 14, 1993, Rep. Gallo sold between 1,000 and 15,000 dollars worth of stock in Echo Bay Mines. This is the same day that the Senate began formal consideration of H.R. 2520: DEPARTMENT OF THE INTERIOR AND RELATED AGENCIES APPROPRIATIONS ACT (Became P.L. 103-138 on November 11, 1993). This appropriations bill contains a number of specific references to mining activities, including mining research.

On November 9, 1993, Rep. Gallo purchased between 1,000 and 15,000 dollars worth of stock in Homestake Mining Company. This is the same day that the Senate voted to pass H.R. 2520, clearing the measure for the President.

VOTE NOTES: On July 15, 1993, Rep. Gallo voted AYE on H.R. 2520--interestingly, WITH the Democrats (the Republican count was 50 AYEs and 121 NAYs). I should also note that Rep. Vucanovich (R-NV) voted AYE on H.R. 2520. Rep. Vucanovich is one of the strongest and loudest supporters of mining interests in Congress. Thus, I am left to conclude that H.R. 2520 contained a few provisions for mining interests.

ODD NOTES: Sen. McConnell (R-KY), who is # 11 on the Senate Appropriations Committee, has a legislative aid by the name of Victor Gallo. Any relationship?

NOTES: Rep. Gallo is # 13 on the House Appropriations Committee.
