REP. JIM BUNNING (R-KY)
- On June 4 and June 10, 1993, Rep. Bunning purchased between 15,000 and 50,000 dollars worth of stock in Comair. Comair is a regional air carrier with operations in Cincinnati, OH/KY and Orlando, FL. Comair is also an affiliate of Delta Airlines.
Four days after his initial purchase (on June 8, 1993) a bill was introduced in the House that might interest Comair and Delta. The bill was H.R. 2338: AVIATION REVITALIZATION ACT...To amend the Federal Aviation Act of 1958 to provide emergency relief to the U.S. airline industry by facilitating financing for investment in new aircraft and by encouraging the retirement of older, noisier, and less efficient aircraft (Referred to the House Public Works and Transportation Committee).
Also during this time, Rep. Bunning's House Ways and Means Committee had two other airline-bills under consideration. The first was H.R. 1559: INTERNAL REVENUE CODE OF 1986 AMENDMENT...To provide an investment tax credit for stage 3 aircraft. The second was H.R. 2278: AIR CARRIERS ACCUMULATED NET OPERATING LOSSES UTILIZATION ACT...To permit certain air carriers to immediately utilize accumulated net operating losses.
POLITICAL MONEY NOTES: Since 1991, Rep. Bunning has received $5,000 in campaign contributions from the Chairman and CEO, of Comair as well as one of their directors. Since 1991, Rep. Bunning has received $4,500 from Delta Airline's PAC.
MORE MONEY NOTES: On October 5, 1992, Rep. Bunning accepted a $500 contribution from Delta's PAC. On the SAME DAY, the House introduced, referred to Rep. Bunning's House Ways and Means Committee, and passed H.R. 6168: To amend the Airport and Airway Improvement Act of 1982 to authorize appropriations for the portion of fiscal year 1993 ending before May 1, 1993.
SPECIAL NOTES: Rep. Bunning's Administrative Assistant, David York, has actively traded Comair stock during 1991 and 1992.
OTHER NOTES: Rep. Bunning's congressional district (# 4) includes the Cincinnati airport (home of Comair).

- On November 5, 1993, Rep. Bunning purchased between 1,000 and 15,000 dollars worth of stock in Surgical Laser Technologies. This company is the leader in the development, manufacture and marketing of lasers for surgical applications.
On November 11, 1993 (six days after his purchase), the Business Wire reported that Surgical Laser Technologies and Alcon Surgical will sign a worldwide marketing and distribution agreement. Under the agreement, Alcon would receive worldwide marketing and distribution rights to SLT's cyclophotocoagulation Contact Laser Probe and fiber delivery system for glaucoma. The day after this announcement (November 12, 1993), trading volume on Surgical Laser Technologies increased almost 800 percent (overall NASDAQ trading volume during the same period decreased three percent). Apparently, the market reacted to this marketing agreement between the two companies.
On December 30, 1993 (1 1/2 months later), Rep. Bunning accepted a $1,000 campaign contribution from Barry Caldwell, a marketing executive with Alcon Surgical (Colleyville, TX). This contribution is the only reported contribution from Barry Caldwell to Rep. Bunning. In addition, Individual Contribution Records show that Barry Caldwell has never given a campaign contribution to a member of Congress other than Rep. Bunning.
Rep. Bunning's purchase of Surgical Laser Technologies coincides directly with aggressive congressional debate on H.R. 3600: HEALTH SECURITY ACT...The Clinton Health-Care Bill. Hearings on this bill were started at the end of September 1993; the bill was formally introduced on November 20, 1993. Rep. Bunning was totally opposed to the Clinton Health-Care Bill...he viewed it as "socialized medicine." According to a July 13, 1993 article from the Gannett News Service, Rep. Bunning had the 30th highest total of Health-Care PAC money among House members during the 1991-1992 election cycle. According to the article, Rep. Bunning's total was $90, 532.
MORE POLITICAL MONEY NOTES: Two days before his stock purchase (on November 3, 1993), Rep. Bunning accepted a $2,000 speech contribution from the National Association of Independent Insurers. NAII was totally opposed to the Clinton Health-Care bill.
