SEN. PATRICK MOYNIHAN (D-NY)

On May 27, 1993, Sen. Moynihan purchased between 15,000 and 50,000 dollars worth of stock in World Acceptance Corp. (a personal credit institution), as well as 1,000 to 15,000 dollars worth of stock in Countrywide Credit Industries (a mortgage banking and personal credit firm).

Three weeks earlier, Sen. Moynihan, himself, introduced a bill into the Senate that appears as if it could affect these firms. The bill was S. 876: REVENUE RECONCILIATION ACT OF 1993 (Referred to Senate Finance; last action July 23, 1993; pending). This bill contains sections pertaining to mortgages and personal credit. For example, Subtitle E is "Incentives of Investment in Real Estate - Part I: extension of Qualified Mortgage Bonds and Low Income Housing Credits."

One month after his initial purchase (on June 29, 1993), Sen. Moynihan purchased between 1,000 and 15,000 dollars worth of stock in Credit Acceptance Corp.

DISCLAIMER NOTES: At the end of Sen. Moynihan's Financial Disclosure Report, he has the following note: "The account held by Delaware Charter Guarantee & Trust Co. is invested at the sole discretion of the trustee of this account without consultation with Senator Daniel Patrick Moynihan or his spouse, Elizabeth B. Moynihan. Neither Senator or Mrs. Moynihan has reviewed the statements pertaining to the investments."

Question: How would the public be able to tell whether or not Sen. and/or Mrs. Moynihan had reviewed their investments?

NOTES: Sen. Moynihan is # 1 on the Senate Finance Committee.
